There are two answers: a printed replacement card through Form 8, and a digital e-EPIC you can download today. Here is how both work, from the Election Commission's own forms.

Apply on Form 8, choosing Issue of Replacement EPIC without correction and ticking Lost, and attach a copy of the FIR or police report. You also undertake to return the old card if you find it. To have something today, download the e-EPIC from voters.eci.gov.in with an OTP to your registered mobile.

Form 8, for a replacement card

Registered voters use Form 8 for a replacement EPIC. Choose the replacement option without correction and tick whether the card was lost, destroyed by something beyond your control such as a flood or fire, or mutilated.

Police report for a lost card

The Form 8 guidelines say you return a mutilated card, or submit a copy of the FIR or police report for a lost one. You also undertake to return the earlier card if it is recovered later.

Where to apply

Apply online on the Voters' Service Portal, through the Voter Helpline app, or offline through your Booth Level Officer.

The e-EPIC, for something today

While you wait, download the e-EPIC from the same portal with your EPIC number and an OTP on your registered mobile. The CEO Delhi FAQ says a printed e-EPIC can be shown as proof of identity at the polling station.
